Rego papers say HJ because that is now what it is. The cars only identity in the eyes of rego authorities is the chassis and engine number.
The tags no longer match the chassis.
Chassis replacement following an accident was apparently a common thing, but could also be a case of Sandman plates put on another vehicle altogether, thus the suspicion and must be priced accordingly.

The chassis number was stamped as the car was being built, they didn't stack up numbered chassis and take the next one in line, the stacked up unstamped chassis and took the next one and stamped it as it went down the line to match the build paperwork.
