So 20E9 = 20th Day of May 1979 is the block casting date and your tag build is September 1979. It does at first seem to be a little out of sync. But there may be been production issues as it is just outside of the 3 month window expected.
If Ben at HHS has access to the records of 1979 HZ Sandman's made in Adelaide it may or may not have the engine number recorded. I know some of the records are missing (gaps) that one day may turn up. Here hoping for you. Getting the HSS certificate would seal the deal for you. That said, I'm pretty confident it is a XU3 Sandman based on what we have so far.

Did you ever find the fuse in the wiring harness?
Is this the in-line I have read about in other post?
Yes, it is near the brake booster on the firewall. A wire separates from the wiring harness, into a fuse holder, then goes back into wiring harness. I think it's a white wire
This was only in HZ with factory twin headlights, so is a very good chance of being Sandman, if it's got it

Also how long does it normally take to get a response back from the team at HHS? it's been over a week now.
Each time I've contacted Ben, there was a reply same day, or overnight.
