Unfortunately, in this instance this HZ Holden - L462109 - is not included in the HZ Holden Vehicle Master Listings we currently have. The reason for this is due to the implementation of the new One Line Reporting system from July 1978. GM-H outsourced all warranty reporting activity from this time. It was cheaper and easier to do it this way, apparently. There was a big song and dance about it at the time. Sadly, all connection was lost many years ago and we are in the process of currently trying to establish if the data still exists in a usable form. We have our fingers crossed on that front!
Having said that, we can decode the vehicle for you.
The ID particulars belong together as a 'set'. That is a real bonus for starters. The chassis number stamped in the frame - CHZ67286A - matching exactly with the number appearing on the ADR Safety Compliance plate confirms the two belong together. This could be a Sandman, however without the build records entry we are not able to confirm it.
L462109 was originally built at the Elizabeth, Adelaide plant during the final week of September 1979 as a Holden panel van. The original colour was Malachite metallic ('1954' on the TRIM line of the Body ID plate) with a Buckskin vinyl interior trim ('63C'). The original mechanical build configuration was for the optional 5.0 litre V8 engine, optional 4-speed hi-performance manual transmission and 3.36:1 rear axle.
The chassis number - CHZ67286A - reveals this was HZ Holden #67,286 produced at the Adelaide plant. The seating capacity of '2' appearing on the ADR plate confirms optional bucket seats.
The engine serial number - ZT44870 - is in the zone for being the original factory-fitted unit.
It may well be a Sandman (P/O XU3), as the build configuration is suggesting.

Thats unfortunate, I was of the opinion that late HZ would be a problem to identify, yours being 2200 GVW.
That said, it really looks like a sandman, with all the identifiers you showed, I would say it is extremely likely a genuine Sandman.
As is always said, take heaps of pics as you go with the van, & the original factory records may turn up one day.
Have you checked out if theres the cut outs in the lower apron for original spoiler? & the fuse holder for the twin light front?
Disappointing result for sure. If only Holden had just given the Sandman an option code and stamped it on all of them, not just a tyre code stamped on some from one plant.
Don't despair about HHS not being able to supply the certificate. There would be hundreds of genuine Sandman's that can't get the HHS certificate because of lost/damaged/change of system records, That in no way makes these cars less of a Sandman. All it does is take the convenience of certificate proof out of the equation. All pointers of your van is that it is a XU3 Sandman. When restoring take photographic evidence of any of the remnants of Sandman proof.
It was good of Ben to tell you all he could on the car based on the numbers and explain the reason why he couldn't offer the certificate.
This only goes to reinforce the value of having owners manuals/books, service records and the sales receipt.
