Are you asking if this is a sandman, or what the tag info says?

Not much in the numbers to say either way, other than 2200 GVM makes a little less chance of being a sandman. You would have to note what is or isn't sandman specific thats on the car. Or contact Ben @ H.H.S

It's a B car, for Brisbane plant, who 99%of the time put the relevant Sandman code on the right hand side of the model number (in line but over towards the right top rivet) if there is nothing there I'd say not a Sandman. If you want the 100%answer Google holden historical services and for $90 you'll know for sure

Yes, that is how it works. They (HHS) prove what it is (if they have access to the information for that vehicle) and then give you the option to purchase a certificate.
That's not to say they give away all the information. But if you are asking "is it a Sandman?" for example - you get the answer.
