Panama Green HZ Sandman?

My HZ ute has the same door handles too but I have never seen a Sandman with them.
The fact it has GTS guards means it's been "customised" so along with the new paintjob it's a possibility that the blackouts were left off, the windscreen trim changed to polished stainless, & door handles were changed and so they matched the polished trim. None of that is beyond the realms of possibility.
Otherwise it has a Sandman "feel" about it (GVM notwithstanding) and is definitely worth a HHS report.

Can the report be done with the 3 ID plates only?

I believe you will need the info off the 3 plates. The only info off the plates that will be found (duplicated) on the car itself is the chassis number near the steering box. This should match

ZB is tyre placard 9946869. This suits NON HZ Sandmans with 2200kg GVW.

Only thing id be interested. Does it have a white fuse holder on a red wire hanging out of the wire harness in the engine bay. Inbetween the booster and the wiper motor.

Do you mean they dropped the Belmont name? Or that you couldn’t get buckets in the base model? You could get buckets in either and they were both available.
