    It might be.
Palais White Panel Van with Tan trim 253, 4 speed with a 3.36:1 Salisbury diff.

Having GVM 2200kgs it would have to be a XU3 to be a Sandman which lessen the odds.
Plates are never enough to say if it is a Sandman. You need more proof with things like console brackets, evidence of blackouts etc.
The best proof is paperwork with a traceable timeline.

Based on what you have posted so far you are at less than 50% chance of being Sandman.

    I haven’t seen the 67c trim before.
Is this common or a HZ Sandman trim colour ?

67c and just Tan with the change to Commodore vinyl which happened on the late model HZ.
Sandpaper dash pad instead of grain along with the roof lining and the seat etc would have got short grain instead of long grain.

Previous to that it would have been 67v long grain.

The VB Commodores were introduced from November 1978, so I'm guessing this car being built in 4/1979, the trim is a genuine HZ Sandman interior trim colour ?
I have searched Google for Palais White HZ Sandman and cant find one (only a diecast model of a HX Sandy), would you have a photo of one plus the Tan interior so
    I can compare ?
    Thank you Darren

What are the differences with a XU3 HZ Sandman compared to a normal HZ Sandman ? (beside the GVM 2200kgs).

No other difference between XU3 and XX7. Only the de-rating because they had passenger tyres.
