No, those 2 numbers are unrelated. Chassis number should be on one of the tags and needs to match the number stamped on the chassis.
GVM and seating are looking good for a Sandman. A HHS report is the best way of knowing for sure.

ok thanks blocker though would it still be a good idea to get a hhs report? to make sure,not sure how you would have it recorded as it has been sitting for over 15 yrs?
