    Starting a historic car club NSW

    Having recently done this I thought I'd put together a quick guide on the back of some recent interest. Note this applies to NSW only, different states probably have different rules. Obviously all of our Sandmans are now well and truly over 30 years old they qualify in NSW for Historic rego.

    Step by Step

    1. Form a consensus with at least 5 other NSW adults to take steps to form a club. Adults can be friends/relations/wife/husband/adult children, as long as they live in NSW.

    2. Call or email RMS to enquire on their requirements. The office dealing with it is Glen Innes, 1300 791186, email ais@rms.gov.au They are very helpful and will send you an email with the particular rules they will require you to put in your Constitution of your Club to be approved as a Historic Club.     3. A club is formally known as an Association. Registration is under the Association Incorporation Act. Fair Trading NSW handle registration of Associations (Clubs) and RMS won't recognise an unregistered club. I'll just call it a club from now on, but formally I'm referring to an Association. You can follow the links to Constitution requirement and find on their site a 'model constitution' that satisfies all the legal requirements for a club, but of course does not include the extra provisions the RMS will want you to add.     4. Once you've got the model Constitution and the RMS email with their specific requirements you'll need to add an extra part to the model constitution for these extra RMS rules. You should also sit down and go through the constitution with your proposed members so everyone knows the rules. I recall altering part of the memberships section in the model constitution that referred to 7 members from memory, but we only had 5 (minimum legal requirement) so I was able to reduce it legally. Of course its no longer a model constitution, so make sure any reference to model are deleted before submitting it anywhere. This is really the time consuming step.

    5. Send Fair Trading your name reservation form and application form to form an Association together with your constitution. Fees are around $180 total.

    6. Receive from Fair trading Certificate of Incorporation of Association.

    7. Send to RMS Application to register Club on Historic Vehicle register, together with copy of Constitution (which they check to ensure you've included their rules) and certificate of Incorporation.

    8. Receive from RMS confirmation that your club is recognised as a historic club.

    9. Now members can register cars on Historic Plates quoting membership of your club.

    A warning- there is ongoing paperwork to maintain the club, books and records need to be kept and cars can only be used for club events or maintenance

    This will become very interesting come the 1st October when nsw is introducing an option to historic rego were club member that belong to a club that is part of the two year trial can opt for a 60 days log book for club and private use

    Historic Vehicle Log Book Trial

    The Minister for Roads, Maritime and Freight, Duncan Gay, has asked Transport for NSW and Roads and Maritime Services to develop a Historic Vehicle Log Book Trial.
    The Log Book Trial will allow all operators of existing vehicles within the Historic Vehicle Scheme to opt-in. These vehicles may then be used for 60 days of general use (i.e. club events, maintenance and personal use) each year. Each day’s use must be recorded in a Log Book.
    New entrants to the Historic Vehicle Scheme after the trial commences may apply for inclusion in the Log Book Trial, subject to the existing historic vehicle and registered operator eligibility criteria.
    The trial will operate for two years, with an evaluation to be completed during this period as part of the Roads and Maritime Services review of the overall Conditional Registration Scheme.
    The Historic Vehicle Log Book Trial will commence on 1 October 2015. Details on how to opt in to the trial will be updated on this page from this date.
