trimatic issues

My dad has a 4 door lj tirana with 202 with triples cam etc. He has just installed a trimatic in it as he's getting on a bit. He had a shop rebuild the box and when he got it back it seems to be full manual operation. This was not what he ordered and on talking to the shop was told this was not what he was given. The problem is the workshop is hundreds of Klms away from where he lives. Any suggestions, could there be a simple reason it won't up and down shift. I changed the modulator and the hoses. I put a vacuum gauge on and it was reading 24 at idle and 30 at 2500 rpm, which should be plenty. When you put the trans in drive it is actually in 3rd gear. Ideas??

Sounds like the box has a full manual valve body installed. If the shop didn't do it, the question is did the box come like that when your Dad bought it? If he didn't use it before rebuild he wouldn't have known, and obviously the shop hasn't picked it up.
