Some one must have been down this road...... the handle on mine is rotating around the shaft, am I correct in thinking that underneath the chrome there is a pin? and that this pin has sheared?

Yep. Undo the nut and pull it out and you'll see what's up. You can't buy the handles new, so you need to fix it using bits from a used one. Not a tough job.
