As far as i'm aware - go for it. You have put a new speedo in, simple.
or you could pay $40 and get an instruments guy to put correct kms on it. the odo is an indicator of the mileage of the vehicle not whether or not you have a new speedo. if i looked at a restored car with close to 0 reading i would be less inclined to buy as there is no verifiable history.

I seriously doubt too many people take much notice of indicated kilometres on a GTS speedo. Nearly all have been removed/exchanged etc etc. not to mention HJ only went to 99999km any way. Just leave it at zero and its a record of kilometres since the resto. Unless you know for sure how many kilometres it had done of course.
Yeah, you can do it without any rego hassles (in NSW anyway.... not sure about other states but I doubt it).
Okm from time of restoration is a good explanation to anyone questioning it, and can be validated if you start a logbook from that time.
Vans.... This is the 2nd time round the block, 40 years later! talk about turning back the clock!
Only early HJ (& late HQ) was like this, later HJ went to 999,999 km before returning to zero, similar to HX/HZ etc.
I would keep the old speedo for record & if there was a query, you just show whoever is concerned the old speedo & the NOS one.
Fitting & new speedo & staring at zero is not a crime, unless it meant to deceive.
