I am sure clubs love having members who only join for rego and I am sure there are many who hate having to join a club they have no interest in for cheap rego.
Just bring in cheap rego for old cars. Just make it so you can't have cheap rego for a car over 30 years old unless you have full rego on a car less than 30 years old as well. That will stop dole bludgers rorting the system.
It's to help keep the hoon aspect out of it, by having clubs "self police" the members. It's far less likely that a member of a classic car club will bring down their clubs reputation by carrying on like an idiot.

The irony of all this is that I've been waiting for years for this to come in so I could register my blown Torana and on the very day the scheme was announced I sold it!

Its not club rego though. Club rego is still available. If the car passes rego then the RTA should have already taken care of dodgy cars. I can't really see how being part of a club that you have no interest in helps anything really. If you drive like a peanut the police should take care of it regardless of if you pay for 60 days or 365. Just my opinion. Car interest does not need to be tied to a club unless they offer compulsory insurance like competing on a dirt bike does.
After spending some time in the U.S. I realise how tied down with stupid rules we are.

I think in the grand scheme of things our laws are in line with the majority of western countries. The laws in the U.S. are just incredibly lenient. Personally, I'd rather our slightly stricter laws that keep the rorters off the roads and protect your average joe. Have a look at some of the builds people in the U.S. do. Not the good builds by fabricators with a well equipped workshop, the backyard hacks with no clue doing tunnel and crossmember modifications on rusty sh!7heaps using the cheapest Chinese welder they could find. I'm glad that crap gets kept off the road.

This is it in a nutshell. The rego standards of the new scheme will be very much determined by the engineering standards. This is the very reason there has been so many changes to eng. certification over the last few years.

All of this stuff has to be fully sorted before the new system is put in place. If your 30+ year old street machine is all legit then you will have no dramas with the new system, but there has been a lot of dodgy cars given H-plate rego & also full rego with suspect engineering certs in recent years. The rules have been changed (read simplified) & the new scheme should see more older cars out there on the weekends.

The new scheme does not replace the current H-plate system, it will exist along side it.

The main reason it needs to be club administered, is to keep the costs down. If we are going to have cheaper (conditional) rego for older cars the cost of handling all of the add-ons is less expensive if done by self-regulating car clubs, than if we just leave it to the RMS.

BTW, it was various car club groups who made this new system possible, so find a club that suits you or get together with some like-minded mates & start your own. Some clubs take life far too seriously, others are exist so their members can get together & have some fun.

    Hi Guys

We had a meeting last night & here’s what I can tell you. I doubt that anybody is going to be driving on the new rego scheme on 1st Oct. The roll out will be progressive.

The first thing that needs to happen, is the vetting of existing RMS recognised car clubs (those who run H-plates now) so that they can OK cars on the new scheme. It seems that each club, if they wish, will need to apply to be allowed to administer the new system.

Many clubs may not want to go thru the process & some new clubs may be established, but they will be looked at closely.

The easiest cars to put on the system are those legitimately on H-plates currently. So once your club has gone thru the approval process & if your car is currently on H-plates & you want to change to the log-book scheme, then you'll probably be on by Christmas. Unmodified cars with existing full rego will follow.

If the car is modified, then engineering approval (if required) is paramount. It will be self-regulating & this is why it’s called a ‘trial’. Many minor mods will not require engineering. The VSI 6 standards will apply.

On the issue of costs, again they’re not finalised yet, but they hint at a pro-rata rate, so if your current rego figure including CTP is, then divide it by 365 & then multiply by 6, (roughly 1/6 of the total) I believe you could be close. So if your current rego & green slip totals say $900 (a common figure for old cars) then the new scheme should cost around $150.

The big question, when it comes to costs, is insurance. Again, this is a trial & what is learned over the next 2 years will then be adjusted accordingly & put into practice on a permanent basis.

Strangely, number plates are not sorted yet either. No mention was made of any new number plate type (M or S plate or whatever) or it could be that you may be able to use your existing full-rego plate although that seems unlikely according to some. One thing for certain is that rego stickers will be issued, just like H-plated cars. It appears the RMS computer can’t handle concessional rego.

I think the next few months will be interesting to say the least.

Yeah, that sounds about the same as what I heard at our club meeting the other night. NSW is 60 days, not 90 days and no mention of a different plate either. Probably just use H plates considering it's still historic rego, and definitely will have a sticker.

Duncan Gay was clearly talking his usuall rubbish when he announced this scheme. This won't get any cars out the shed. It will just give club members that already have H rego another option.
Why can't they just offer 60 day rego to everyone at 1/6th of the cost?

I beg to differ. Duncan Gay himself is a car nut & is very keen it get more old cars "out of the shed". I've met him & he is a very genuine guy, not your usual politician.

Most of the work done over the last 3 years with the new scheme is to do with making the engineering certification aspect more open & easier to understand. If you take time to read VSI 6, you will see that many so-called modifications will not require engineering. It is an 18-page documents which sets out, in plain English, what is allowed or nor allowed on both full rego or the new concessional scheme.

To my knowledge the 60 day log book scheme will be around 1/6 of the costs (the most common rumour currently) & once finally in, should be simple to administer.

Just had a read through VSI 6. Couple of points stand out. This 60 day thing must be mainly aimed at cars that are modified and shouldn't meet the standards of club rego? Plus standard cars not modified should meet the rules obviously. I still can't see why car clubs need involvement. If the car passes rego it will qualify for this scheme. So just hand the 60 day money over the RMS counter. Have clubs worked for this or has the RMS put pressure on because of rorting of the club rego scheme with modified cars?
Secondly, if you own a van cut down into a ute or have windows in your in your van that cut out the supporting braces and you don't have an engineers certificate your off the road. I know this probably has always been the case it specifically mentions this.
Question. Are car clubs happy to have members who just want fair rego prices for their 30 plus year old car but not ever contribute? If they are then Duncan truely has got cars out of sheds.
