No radio standard on any HZ Holden from memory, always an option. You could option an AM pushbutton radio as an assembly plant fitment on HZ WM as option (U63), I think all others were dealer fitment. Stripes cost bugger all to select DL7.
Possibly he looked at a 308, metallic HZ Sandman with radio and a few other options like steer, and maybe some other dealer fitted stuff like mudflaps. Then ordered another standard 4.2L one with zero options.

That's not a discount..... You actually had to pay an extra $80 to have the stripes left off.....

That would make sense. You were asking them to change something from standard. You would have to pay.
They would have been struggling to flog 5 litre panelvans in 79. My brother looked at a new 5 litre HZ ute with heaps of options(could have even been a DL7 Sandman) but backed out due to the fuel crisis. He bought a new XD 6 cylinder S PAC ute instead. I assume the dealers were loading the HZ up to try and flog them?
That's probably why they dropped the 5 litre altogether in WB?

Very special order. I've only ever seen one, a 1983ish cab chassis, 308 column trimatic. Dr Terry saw a 308 ute in the 80's too.

that'd make a blue 308 a fairly rare commodity in comparison to all the reds out there huh
