I think they need more than that sometimes. Wouldn't you be dirty if you were the bloke who got outbid, and this time it goes for a few thousand more. Ebay should ban any user who bids and doesn't pay up.

Yep, craps me off! I just had a non payer on ebay. I can't even leave negative feedback and nothing warns the next person.
The penalty should be far higher then it is that's for sure.

So what does 'Blue plate' mean exactly and does anybody know how this might apply to WA if at all?

Blue plate is a Queensland modification plate meaning it has been approved in by an engineer in Queensland.
Holds little to no weight in WA. Although it might help when arguing a point.
