In Victoria its not illegal to have kids and babies in the front. Its just not preffered as the back is always a better option. There is a some sort of law or caution about kids/kid seats in the front seats if you have airbags though, as these have the potential to do serious damage to a little kid in a crash.
Theres a few companies that make after market seats and are all over all the engineering side of things. I looked into it a while ago as one of them is based in ballarat.
Id start with them.

VU-VY-VZ and likely VE-VF Utes have a baby seat anchor bolt on the passenger front. So obviously they have passed the ADR's required.
But as you say a baby getting a punch in the head from the air bag wouldn't be good.
