do you think the roads &maritime services could confirm if original id tags were handed in?

I don't think it matters. Although the numbers suggest it was a Sandman, they are only numbers on bits of metal stuck to the car. Any of them could have been altered to suit the owner at the time. Don't spend any $ other than maintenance on the car though as you'll struggle to get them back at sale.
1950kg is normal for HZ 10cwt Sandman ute.

Probably best to let sleeping dogs lay with that one. If they were handed in they would have been destroyed. If they weren't and you go asking then the relevant authority may wish to remove all numbers and issue you with new police numbers.
Finding out yes or no won't change anything. You have a nice ute, drive it and enjoy it. If you were going to do anything to it, then an injected 5L or even an LS1 would be in line with the modern looking tags. You know there was at least one other guy willing to pay the same as you did.
