That's cool, I just like the sports/racing look of the wheel with the allen key cap. The later style has more of a Premier/Statesman look and that goes along with the lack of GTS guards and the twin headlight front I suppose. Thinking back I guess when the van craze was in full swing (around the time HX/Z came out), the trend was more towards Statesman upgrades (luxury) rather than GTS (racy) on vans, so Holden probably just took notice and acted accordingly.

Back in 1981 I bought my 1st van, 78 HZ XU3 and it had one of those slip on horn caps. I thought someone had swaped it off a sunbird or similar, so I tossed it & bought a Rares one with allen key bolts. Oh well you live & learn!

It wasn't just Sandman vans Rob, everything with the sports wheel got the same upgraded cap from SL/E to GTS to WB.

Yeah, I understand that. Where I was going is that the trend was going away from performance and towards luxury. Also with the Commodore soon to be appearing on the scene the wheel cap was more of a match with the Commodore style. Holden has traditionally (tried to) made as seamless a transition as possible between models and the Opel that the Commodore was derived from already had a similar horn cap.

So The allen key horn cap was pinched from Pontiac (Trans-Am/performance), then the round one was pinched from Opel (Kadet & Senator/luxury).

That makes some sense until you figure in the UC Sunturd which was first to have it.

Why? Do you mean date? UC was 1978 which ties in to VB Commodore.

Or do you mean UC is non- luxury? (Agree). But that's not what Holden thought.... (Wrong!)

Yeah March vs October. Luxury? Hahahaha....

To be fair, only 10 years earlier it was a HB. So I guess in comparison the luxury level had in fact improved quite a lot.
