I think I remember the previous owner asking questions about this one recently.
If you don't want it black, then don't restore it. If you're going to spend the money and not have the colour match the tags, then buy one with no rust and save yourself a lot of coin. The only reason you'd fix a body with major rust is if it's got really good options, and there's not much point spending $8k on the wrong colour as you will limit your market or your price when you go to sell.

It is normal for vans, only a small amount of vans use the PSN as the Body number. Most utes match.
Keep it all original! You don't want to change a thing people can see! That's not to say you can make the engine into a sleeper! ;-)
