I wouldn't get too hung up on it, as it is possibly a mistake or there may be other documents to explain it.
I just re-read it, it says WN70 & XX7. Kingswood vans were in the future plan at this date, remember HX would be a long way into develoment at this stage. There is no mention of it in the text, just the header. At this late stage there was no Kingswood van for HJ, but it may still have lingered in a list somewhere like the HJ Monaro did.
Im sure the reference to a Kingy Van is not a mistake, they have written it there purposely. I guess the short time frame between models would dictate changes flowing into the subsequent ones.
This means there could be a 3-seater HJ Holden van with B47 (a full roof lining and carpet) around that is not a Sandman. Just unlikely as you say and even less chance it survived.

I've seen 2 x B47 equipped Holden vans that weren't Sandmans. One was a late HJ 2 seater from memory but had no console brackets and was pretty original, even had its original door trims with no armrests. I can't remember what the other one was. The best way you are going to pick one up initially is on 10/75 onwards examples that don't have a reduced GVW. I know it could still be an XU3 but to be XU3 + B47, bucket seats and then to be changed into a replica Sandman - geez, what are the odds? Even longer if it it does have a reduced GVW meaning it is an XU4 + B47 + XS6 + U17 etc etc.
