GV3 means 2.78:1 10-bolt. In HQ there were different codes for 10-bolt and banjo. GM Corporate made GMH change tio use a single code applicable to ratio only and they implemented it from the start of HJ.

After all the info is this a genuine Sandman and is it worth buying for $5000
The ID plates are from a genuine Sandman. The chassis isn't, the body may not be and the engine isn't. It's only worth 5 grand if its rust free, running and registered. If it needs dollars spent on it then you'll never get your money back as there are too many things wrong for it to be collectible.
that engine number quoted QR89xxx looks like the original number for those tags. i have a HZ03070 chassis number (about 250 from yours) with QR89xxxx

I can pass on the guys number if you like I want something that is on the road and original. That needs minor work. It being twenty years since I had six hk-t-g monaro and don't want major project for the first one back. Still have a few parts I Need to move to a good home.
