There's no signs that the van had gas, but the odd thing is the crimping of the red crimps looks the same as the factory black crimps. I'll take it apart one night and see what's in the box. I hope I don't let any magic genies out. They're harder to get back in than the magic smoke when it gets out of the wires.

defiantly looks like an LPG gauge. Maybe it was an adaptor box. maybe the dash came out of another car and they just left it there..

You don't need it though for the gauge to work.
It looks to me like a voltage regulator that somebody has built to replace the internal one.
Voltage regulators (or stabilisers) were a common fail on these instruments, so instead of replacing the internal item, some inventive person has built up an external unit inside one of 'jiffy' boxes & wired it in.
My thoughts are if you remove it, none of the minor gauges (oil/temp/fuel) will function.
