GTS Mirror stuck

hello all i picked up a gts mirror the other day and the swivel point between the plastic mirror and the chrome does not want to move. any tips on freeing it up? or how do i pull it apart to fix and not break it. any help would be great! thanks

id really hit it with CRC or WD40 and leave it for a day or two then come back to it and have another go.. gently
