Hj gts dash

Hi can anyone tell me when the silver gts dash in HJ's finished and went back to black? I have a 5th month 76 HJ my dash was repainted at some stage so not sure if its supposed to be silver or black. Also what is the small round hole next to the radio on the right side, is it for a manual choke? Any help would be great. Thanks
