I know there are issues with both Sandman's in this publication but the tailgate badge talk made me think of it.

The other possibility is the engine size badge was optional as seen on this HZ order procedure special packages section extract.

So if a dealer got you a stock vehicle out of plant stock or from the production schedule it probably wouldn't have a badge. If you wanted it the dealer had to put it on.
No engine size badge on the back of mine and no evidence to suggest there was one there. Fairly certain that the panel is original to the vehicle. RTS badge is present and below the line.
Which was the standard thing. I guess if a customer wanted it the dealer wandered out into the yard and copied off a HJ and thus the badge ended up as per the van in the picture Innuendo put up above.
