Nope.
HQ used the same placard for both the sandmans and non sandmans. This is because there was no redused weight HQ's. They where still called the XX7 pack but that did not include sedan tyres. So no reduced GVM/GVW.
This didnt happen until 10/75 in the HJ. So the first of the HJ's dont have a reduced GVM/GVW but did use the HQ tyre placard for the sandmans. Again pre 76 build year they where still called XX7.
The non sandmans used a different placard. HJ "76" build year tyre placards are another story.

As Jason states. The Sandman lineage starts in HQ as XX7, and becomes XU3 around 10/75. These all have load rated tyres. The new Sandman introduced in 10/75 had the XX7 option code transferred to it. This basically gives you two Sandman option codes after 10/75, and only one prior to that. Not sure why GMH did this. It would have been much less confusing if the new package with passenger tyres was called XU3, to closely match it's non-Sandman commercial vehicle with passenger tyres - XU4.
